The Derfelt Senior Center fyi

The Derfelt Senior Center, (3343 W. Washington Ave, Las Vegas, NV is hosting an event from Nov 8th thru Nov 10th to honor those who served out Country.

On the 8th they are having a Card Making/ Letter  Writing for veterans that are serving away from home. (Fee waved for Veterans, $1.00 for non-veterans.

On the 9th they are offering free haircuts to all veterans at no charge from 11am to 2 pm.  Haircuts will be provided by “A Cut Above Hair Studio”.

On the 10th the is a Veterans Lunch at no cost to Veterans, a $5 fee for non-Veterans, and a Remembrance Table will be displayed at the Center, along with the flags of all services.

I would like to post this on the Blog, but can’t seem to figure out how to get it there. 

Would appreciate an help on this matter.

This Thursday, September 29, 2016, the following interments are scheduled for 8:40 a.m. at the Southern Nevada Veteran’s Memorial Cemetery, 1900 Veteran’s Memorial Drive, Boulder City, NV, 89005. We have a brief meeting at about 8:15 a.m. before proceeding to the Chapel. If you can get there in time for that, please do. If you can’t get there that early, please be in place in the Chapel with your flag no later than 8:30 a.m. These interments are for Nevada’s fallen Veterans who are without family, are homeless, indigent, or just forgotten by family and friends, and their remains are unclaimed.

The friendship, conversation and camaraderie are great ways to start the day. We’d like to encourage as many PGR members as possible to join us.

We have been invited to this birthday party by his daughter Nancy. Vince was the WW11 veteran and a POW that was written about in the RJ for Memorial Day. His daughter has invited all veterans to this party , because Vince will be 100 on Sept 19, 2016. So spread the word to all veterans. I will be there for sure since my dad was liberated from the same POW camp on April 30, 1945. The media will also be there for this event. So lets rally the troops. Non-Service Connected Emergency Care Claims

Issue Brief

Background

On April 8, 2016, a U.S. Court of Appeals for Veterans Claims (CAVC) ruling invalidated a VA regulation governing reimbursement or payment for unauthorized emergency treatment of a Veteran's non-service-connected condition furnished by a non-VA provider. Prior to the ruling, VA’s regulation barred reimbursement or payment when the Veteran has other health insurance (OHI), including Medicare and employee-sponsored and private health insurance, in addition to their VA health care benefits. The CAVC ruling contradicts VA’s longstanding interpretation of the statutory authority and our business practices.

What is the impact of this ruling?

· The CAVC ruling impacts claims for reimbursement or payment of non-VA emergency treatment of Veterans’ non-service connected conditions if the Veterans also have OHI. It also impacts related claims for reimbursement or payment of the costs of emergency transportation, which are dependent on VA making payment on the related emergency treatment claim.

· The CAVC ruling significantly expands a benefit without providing additional resources. Unless funds are appropriated for this purpose, implementing the decision will adversely affect resources available for medical services and hospital care for other enrolled Veterans.

· If the CAVC ruling is upheld, it means the way VA was processing claims for reimbursement or payment of Veterans’ non-VA emergency treatment of non-service-connected conditions is no longer valid. Regulations need to be developed to determine the way these claims should be paid.

· If upheld, the ruling would require VA to pay claims that are currently denied today, resulting in an unbudgeted cost. As of August 2016, the high-end estimate for the first year of implementation is $1.6 billion and the low-end estimate is $529 million. These estimates may change with time and will increase if Veterans’ reliance on non-VA emergency treatment grows in response to the ruling.

What does this mean for Veterans and Community Providers?

· Many claims for non-VA emergency treatment of non-service-connected conditions will be held in a pending status and will not be paid. At this time, VA is unable to state how long these claims will be held. This will affect the claims of Veterans with OHI that otherwise would be eligible for reimbursement. VA estimates it will hold approximately 6,000-7,000 claims per week.

· VA is notifying Community Providers and Veterans that they should submit claims to OHI plans to ensure timely filing deadlines are met while VA challenges the CAVC ruling. This should be done prior to submitting claims to VA.

How is VA responding?

· VA is taking steps to challenge the Court’s ruling since it does not provide a comprehensive and sustainable solution to emergency care.

· VA is advocating for comprehensive reforms to improve all enrollees’ access to care in the community as outlined in the Plan to Consolidate Community Care Programs as submitted to Congress in October 2015. The reforms identified in the Plan will assist in delivering a program that is easy to understand, simple to administer, and meets the needs of Veterans, community providers, and VA staff.

· VA is moving forward with developing regulations needed to implement the April 8, 2016, decision to ensure VA is able to quickly process affected claims if the ruling is upheld.

· VA is working closely with Veterans, Community Providers, Veterans Service Organizations, Congress, and other key stakeholders to help them understand the implications of the April 8, 2016, ruling and to keep them abreast of VA’s actions.

Shooting Complex Rifle/Pistol Range for a social gathering

A group of us Vets are getting together this coming Saturday September 17, 2016 at the Clark County Shooting Complex Rifle/Pistol Range for a social gathering.  We call it a fun shoot. This is not an official Post 76 function and no money whatsoever is used from the Post funds. We routinely get together with others from the Vietnam Veterans of America Chapters 17 and 1076, and sometimes local VFW Posts and active duty airmen from Creech and Nellis if they are not on duty. 

It is not a competition just a group of friends going out on a Saturday morning to share each other’s guns and war stories while putting little holes in paper targets.  We will get together in the parking lot at 8:00 AM SHARP so we can go in together and get stands near each other.  You can stay as long as you want, but many of us are pure tuckered out by 10:30 - 11 AM.

If you don’t own a gun, not to worry, we have plenty and are just out for a fun morning.  If you have friends that are not Vets, no problem, the more the merrier.  If you have never been there before show up at least 15-20 minutes early to get a safety briefing that is good forever.  If you are interested, please call Roger Henning at [702]595-1795 so we can arrange to meet at the rifle range.  It is way up at the top of the hill in the complex.  There are a number of other specialty ranges after you enter the complex, but keep going up the hill and around the last roundabout until you see a parking lot and hear gunfire.  Hope to see you there.
